TERMS OF REFERENCE
SEEKING A SERVICE PROVIDER FOR ROAD CONSTRUCTION AND LANDSCAPE IMPROVEMENT IN BAN BUOT VILLAGE
Project: “Conservation of Landscape Systems in Ecotourism Development for Ethnic Minority Communities in Vietnam”
I. BACKGROUND
The Northwest Development Cooperation Center (NWD) is a local non-governmental organization, established on October 18, 2011, in accordance with the Vietnamese Law on Science and Technology. The organization was founded by young people of the 8x generation who aspire to use knowledge, science, and technology to promote socio-economic development in rural and mountainous areas facing difficulties in Vietnam. NWD’s areas of activity include:
- Consulting – Training.
- Impact Investment – co-investing with farmers to develop household economies.
- Research and Policy Advocacy.
In 2024, the Northwest Development Cooperation Center (NWD) is implementing the project “Conservation of Landscape Systems in Ecotourism Development for Ethnic Minority Communities in Vietnam”. The project is funded by the Embassy of Finland and is being implemented from January 2024 to December 2025 in Chieng Yen and Van Ho communes, Van Ho district, Son La province. The overall objective of the project is to contribute to the conservation of natural landscape systems in ecotourism development in ethnic minority areas of Son La province.
II. OBJECTIVES OF THE ACTIVITY
- Complete a 50m long hot spring access road, making it more convenient for tourists and residents to travel and engage in tourism and agricultural activities.
III. SCOPE OF WORK AND IMPLEMENTATION TIMELINE
The selected service provider will be responsible for the following tasks:
- Pour concrete for a 50m long, 3m wide road with a concrete thickness of 14cm.
- Ensure concrete quality and proper construction techniques.
- Finish the road surface to ensure safety and durability.
- Clean up and sanitize the construction area after completion.
Expected Timeline: Within 1 week (Week 2 of September) Budget: Maximum of 50,000,000 VND (All-inclusive)
IV. TECHNICAL REQUIREMENTS
- The concrete used must meet quality standards, ensuring durability and safety for users.
- The construction process must comply with regulations on occupational safety and environmental protection.
- The construction unit must have experience in rural road construction or similar projects.
- Specific tasks to be performed:
- Excavate organic soil and topsoil.
- Fill and compact the roadbed to K95.
- Assemble formwork for the roadbed.
- Pour 14cm thick 200-grade concrete for the roadbed.
V. CAPABILITIES AND REQUIREMENTS FOR THE SERVICE PROVIDER
The implementing unit should have the following capabilities:
- Experience in providing services for similar projects.
- Service quotation.
- Detailed cost estimate.
- Estimated implementation timeline.
- Relevant legal documents (business license, etc.)
VI. SUBMISSION OF APPLICATIONS

The application should include: CVs and technical documents of the candidate.
