OCOP – One Commune One Product is a program implemented under Decision 490/QD-TTg dated May 7, 2018, with a vision towards 2030. The Vietnamese government is dedicating significant resources and determination to comprehensively transform rural Vietnam, focusing on developing specialty products and traditional crafts to reach the global market. The Northwest Cooperation and Development Center (TABA) is proud to be one of the first non-governmental organizations to join in supporting and advising this important national rural economic development program.
TABA is the official consulting partner for the implementation of the “One Commune One Product – OCOP Thanh Hoa Province” program. Under the comprehensive consulting contract signed between the Thanh Hoa New Rural Office and TABA, consulting activities have been implemented in 26 districts, towns, and cities of Thanh Hoa province since August 2019. The consulting activities include:
- Advising on the implementation of over 26 workshops introducing the OCOP Program to district, town, and local enterprise and cooperative officials. The objective of the workshops is to provide a comprehensive and accurate perspective on the National OCOP Program. The collaborating lecturers are reputable teachers with many years of teaching experience at Thai Nguyen University of Agriculture and Forestry.
- Advising on the implementation of specialized OCOP training for commune and district officials from 26 districts, towns, and cities of Thanh Hoa and representatives of enterprises in the province.
- TABA’s consulting experts also collaborated with the Thanh Hoa New Rural Office to evaluate OCOP products in the province according to Decision 1048 of the Prime Minister on the criteria for scoring OCOP products in Vietnam. Surveys and evaluations of the capacity of local enterprises and cooperatives were conducted to identify the most potential products for the OCOP Thanh Hoa Program. District and provincial scoring councils were established.
By the end of December 2019, the OCOP program in Thanh Hoa province had achieved initial successes. The personnel, including commune and district leaders and the Thanh Hoa OCOP program task force, fundamentally understood the spirit, objectives, and implementation methods of the program. This is an important foundation for Thanh Hoa to promote strategic interventions and support local enterprises and cooperatives in bringing regional specialty products to larger markets, conquering the national OCOP market, and reaching the global stage. A total of 23 OCOP products were evaluated and ranked as meeting provincial OCOP standards.
